MINUTES OF THE ANNUAL GENERAL MEETING OF COMMUNITY PATROLS OF NEW ZEALAND CHARITABLE TRUSTHeld at Taupo On Sunday 27 June 2010 at 0900hrs.
The Chairman welcomed everyone present. Apologies: Michael Cameron, N Sole. Dean & Margaret Westwood. Accepted Carried Minutes of the previous Annual General Meeting: 14th JUNE 2009 With the following amendments Katikati Patrol not listed Accepted as read Carried Financial Report: The audited Financial Report was presented by the Treasurer to the meeting, having been distributed to members previously. Motion: Financial Report accepted. David Holroyd/ Bernard White Carried Chairman’s report: Robert Fowler Robert opened his report with saying that he had enjoyed the last ten years with the National Council. And especially the last two years, as Chairman. As a foundation trustee it has been a pleasure working alongside Ian Pilbrow, who on Friday was recognized along with Police Officer Grant Tulloch for the initiative ten years ago, to create Community Patrols New Zealand.
Thanking Inspector Morris Cheer & Ian Harris, Police Officers Dave Ross & Brent Roycroft for participating in those meetings at the Police College. It was noted the N/Council had lost Laurie Drummond to cancer. Also many other valued Patrollers had passed away. Tribute to those Patrollers was noted in the NTS Program. Patrollers lost each year will be recorded on the CPNZ web site. Executive Officer Dorothy Symes had been forced to stand down, as her attention was needed at home during a very hard time of family illness. In the short time Dorothy had served on the NC a great deal of work was achieved. Taking on the control of the project Shield the Nation.
Which is the placing of large CPNZ logo’s at the entrance to towns all over New Zealand. A number of these are already in place. This work continues. The National Council is made up of District Representative Officers (DRO’s) & National Executive Officers (NEO’s) The role of the DRO’s is to keep the communication lines open between the Patrols of the district and the National Council. DRO’s also participate fully in the overall planning of National matters, voting on strategies for the benefit of all Patrols. National Executive Officers focus on projects and operations. That benefit all Patrols and advances the organizations objectives.
It is recognised that the need for accurate data is essential for future planning. Credibility, funding and a means of recording the input and achievements of Patrols, are just part of the value and importance of statistics.
The National Council launched the new CPNZ Crest program. The Gold Crest The first of which presented to Ian Pilbrow on Friday.
The citations spell out the multitude of successes’, by Patrollers carrying out their duties.
Carol Dickson & Dave Ross Police have requested that CPNZ maintain the data base for the use by Police Comm centres. A full overhaul and restructure has taken place to achieve this. Our thanks to Carol & Dave. This work continues.
ID CARDS Carol Dickson & Dave Ross This project also required a fresh approach and restructure, a huge amount of effort by Carol and Dave. This has resulted in the issue only of unique ID numbers for each Patroller. ID cards will all come from the same distributor. They will be provided from the 1st of July 2010 free of charge.
John Wallace Using a special screw to fasten number plates to cars. The opportunity for all Patrols to participate in a New Zealand project. The opportunity to raise funds for the Patrol. The opportunity to work with Police. Helping to fight crime.. Helping to stop the use of stolen number plates. This project already has been run by Patrols with great success. Exposure to the public identifying the Patrol and the good work you do. Opportunity to recruit new Patrollers.
Two years of planning. NTS is a show case for all Patrols and offers the opportunity to advance the progress of our organisation.
Work has already been underway for the Dunedin NTS. We look forward to seeing everyone in the South Island for NTS 2011 .
This event is being planned now.
Digital Radios have been launched in Wellington on a Police only basis. Rollout is soon to occur in Auckland. Dave Merrall & Police supported Wellington Patrols with the issue of Mobile Phones. CPNZ and Police are working together to limit the disadvantage of no radio contact. Work continues on this vital aspect of Patrol work.
CPNZ Financial accounting. Treasurer David Holroyd. It was necessary to overhaul the financial reporting. This was a great deal of work, undertaken by David delivering a system enabling us to know exactly our financial position.
Chris Lawton with his professional Training Company C4 The CPNZ training continues to expand across the country. Many Patrols have undertaken the training which has benefits for New & long serving Patrollers. Many have already qualified as level 4 Patrollers. The work load has seen DRO Garry Miller join the C4 training team. Training is a vital part of being a Patroller.
Fund Raising Charles Harrison A long term project repeated now for many years. This does not lessen the work effort needed to make it happen. Vital and needed funding for CPNZ and Patrols is achieved by the work Charles does on this project.
2011 RUGBY WORLD CUP Chris Lawton This will be a marvellous opportunity to support New Zealand Police and too be seen by the Community. Police Executive requested Police around NZ to liaise with local Patrols. CPNZ will be launching a support system. This will be a big one.
Tania has been keeping new information updated, on the web site. The web site is to be re vamped to ensure our public image is enhanced by its existence.
He felt that it was better used for the purpose of the work we do, as a Patrol. The CPNZ Logo has been registered as a Trade Mark. CPNZ introduced LIABILITY insurance for the National Council which also covers Patrols CPNZ introduced this year a budget to assist DRO’s to attend National Council Meetings. CPNZ works to confirm Diversion monies is directed to Patrols. This work has resulted in thousands of dollars going to Patrols. Shirley continues to work in securing this financial assistance. Robert thanked Shirley for the work as Secretary As Chairman I represent CPNZ at Government level. Attending and speaking at the Police Association Conference this year. Attending the Blue light Conference in Wellington.
Carol Dickson The Ministry of Justice has identified CPNZ as a future partner in the reshaping of its Funding policy. Work continues in this exciting and supportive initiative by the MOJ. CPNZ expressed its appreciation for the support given by New Zealand Police executive over the past ten years. It is to be noted that without that support Community Patrols would not be the significant crime fighting and Police support organisation it is today. From the beginning of Community Patrols of New Zealand Inspector Morris Cheer has been and is a tower of support.
